Template categories

We are introducing UI/UX changes to better group the templates and easily find them on the Issue view.

Issue view improvements:

• Assign templates to a category when creating a new template.

• Assign a category when saving a checklist as a template.

• Edit existing project templates to assign them to a new or existing category.

• Templates are now grouped by category, with a label showing the number of templates in each group.
